Brook Horowitz, CEO of IBLF Global, publishes an opinion article in Vietnam News on “Corruption in healthcare - in search of approaches”.  (See Vietnam News page and IBLF Blog page)

Healthcare has been a lot in the news in Vietnam in recent months, but Vietnam is not the only country where healthcare is vulnerable to corruption. Indeed, worldwide, the pandemic highlighted the risks around emergency procurement when PPE equipment, testing kits and antiretroviral medicines, were all in critically short supply.

In the article, Brook looks at a few innovative approaches where healthcare providers and policy experts have come together to find solutions, such as the World Health Organization-convened Global Network for Anti-Corruption, Transparency and Accountability (GNACTA) and the IFC - International Finance Corporation's and World Bank Group's Ethical Principles in Health Care (EPiHC).

In Vietnam itself, IBLF Global's work on a Government-Business Integrity Initiative, in collaboration with VCCI, UNDP in Viet Nam and UK in Viet Nam, points the way towards efforts to engage the private sector as a partner in fighting corruption.

The private healthcare sector, Brook concludes, has a lot to offer the public sector in terms of good governance practices, internal control, compliance systems, reporting and whistleblowing, employee training and creating a resilient ethical culture. Such innovative 'collective action' methods could complement the traditional regulatory approach.
